This effect is caused by Kanaxai Aspect of Failure in The Deep. This is similar to the skill Shroud of Silence.
It is important to note that it causes spells to "fail," not be interrupted, so skills like Mantra of Resolve or Glyph of Concentration will not help your spells be cast.
