Full: If target foe is suffering from a condition and under the effects of a hex or an enchantment, that foe suffers 30...94...110 damage.

Concise: Deals 30...94...110 damage. No effect unless target foe has a condition and is either hexed or enchanted.

Acquisition

Signet of Capture:

• Xiriss Stickleback (Archipelagos, during Night Raiders)
• Sessk, Woe Spreader (Maishang Hills)
• Jeijou, Shadow Whispered (Nahpui Quarter, during Architect of Corruption)

Notes

• Using Glyph of Immolation prior to casting Discord will cause Burning, thus providing the condition requirement.
• For PvE, Necrosis is generally a better alternative as it does not require the Elite slot or an additional hex/enchantment. It also can be used by a secondary Necromancer without any attribute point investment.
