This is an inscription added during the November 7, 2006 update. The inscription adds the highly salvageable attribute to the respective item.
It has been seen to have an added bonus that if added to a 'jeweled' item (such as Jeweled Daggers) and when using an Expert Salvage Kit for the material component of the new item that you will have a better chance of salvaging a jewel (like a Ruby for example).
It is unknown at this time if adding this inscription will make other rare materials salvageable from other items or increase the chance of a rare material being salvaged.
This may be a reference to the Shakespeare play "Measure for Measure".
