An item needed for the Krytan quest Merchant's Plea. Bodrus the Outfitter has the Settlement's Strongbox, which must be delivered to Captain Greywind in Ascalon Settlement. Like most Quest items, the Settlement's Strongbox has no value if you try to sell it to merchants and cannot be salvaged.
