Vizier Khilbron was once the advisor of King Reza of Orr in matters of the arcane. He is believed to be the last surviving member of the kingdom of Orr, although this is not verified. He is directly responsible for Orr's destruction through the Cataclysm, which he caused in trying to defeat the Charr as they marched towards the nation's capital, Arah. It is unknown if he accidentally caused this (as well as his lich transformation) or if he was somehow corrupted, much like Shiro in the Factions Campaign. There is an individual named Terick, a follower of Abaddon, who claims responsibility for corrupting him, lending credence to the theory that his intentions may not have originally been malicious. However, Jutu, the Wandering Soul from the quest Faded Memory, claims that he and a group of others, most likely royal guards of Orr, found "forbidden books" in Khilbron's chambers, and that he was a willing traitor to Orr, and a worshipper of Abaddon, playing a similar role in Orr as Varesh did in Elona.

In the Prophecies storyline, he is first encountered as an ally of the Shining Blade, agreeing to help them in exchange for the recovery of the Scepter of Orr. His motives are not entirely clear at first. Before his appearance, Evennia explains that the Vizier wants to aid the Shining Blade in removing the White Mantle from power in Kryta. After the recovery of the Scepter, he continues providing aid to the players at various points throughout the campaign, even providing them with undead allies and casting powerful enchantments on the party.

It is suspected that the Vizier's secondary profession is Ranger, as he is known to create Quickening Zephyr spirits on a whim, however, he doesn't technically use any skill to do this.

Once players open the Door of Komalie he reveals that he is really the Lich Lord.
