Maximole is a bold and angry dredge who has decided to lead a group of followers into open revolt against the Kurzicks going against Moleneaux's attempts to establish peace. Dealing with him is the objective of the quest "Revolt of the Dredge."
This boss is a copy of Urkal the Ambusher, a permanent boss also found in Ferndale. This includes dropping Urkal's Kamas. Maximole is probably a pun from the name Maximus in the movie Gladiator.
