- "I am sorry to bother you, but... please... I could really use some help. I lost my wife to the plague, and the ministry burned down our house during the quarantine. Now, my children and I have nowhere to go. The guards will not let us in to the refugee camp without a shelter pass, but unfortunately, in the mad rush to leave our home, I forgot our pass. When I returned to get it, the house was already engulfed in flames. Please... can you help me procure a shelter pass for me and my children? I was told that Guardsman Pongtu here in Xaquang Skyway might have a few left to hand out."

Intermediate Dialogue 1 (Camp Guard Pongtu)
- "If you are looking for a shelter pass, I cannot help you. My orders are to let no one through without one. If you are in dire straights, I suggest you look for Imperial Guardsman Tinjo. He is currently combing the sewers for survivors, giving out passes to those in need."
Intermediate Dialogue 2 (Imperial Guardsman Tingjo)
- "Your friend is in luck. I have been authorized to hand out passes to those needing shelter. Have your friend give this pass to the camp guards, and he and his family will be allowed inside."

Walkthrough[ | ]
Shortly north-west of Senji's Corner in Xaquang Skyway is Yikaro. Talk to him to receive the quest and head to Camp Guard Pongtu who is beside the portal to Senji's Corner. After speaking with him, map travel to Maatu Keep if you can, as Imperial Guardsman Tingjo is located shortly north of there. If not, you must travel through either Nahpui Quarter (explorable) or Xaquang Skyway to reach the Shenzun Tunnels and Imperial Guardsman Tingjo. Either way, you only need to speak to him and return to Yikaro to complete the quest.
Notes[ | ]
- While this quest is active, more mobs are placed in Shenzun Tunnels, making the City Under Attack and Battle in the Sewers quests more difficult. Completing the Seeking Shelter quest causes the added mobs to no longer spawn.
- The quest says to speak to Guardsman Pongtu, but his name appears as Camp Guard Pongtu.
