An item needed for the Krytan quest Blankets for the Settlers. Etham the Artisan gives you the Settlement Blanket , in exchange for Militia Weapons, given to you by Captain Greywind. Like most Quest items, the Settlement Blanket has no value if you try to sell it to merchants and cannot be salvaged.
